School and child care projects delayed in government review process

Several important capital projects across Thames Valley have been delayed while the Ontario government continues its review of education priorities and funding across the province.

The projects include a new school in Southeast London, school additions and renovations at Masonville Public School, Kettle Creek Public School and Tweedsmuir Public School, as well as new child care and EarlyON child and family centres in London, Belmont, St. Thomas, Rodney, Dorchester, Woodstock and Ingersoll.


The TVDSB services an area of more than 7,000 square kilometres, including the cities of London, Woodstock and St. Thomas, as well as the counties of Elgin, Middlesex and Oxford, and their associated populations.

The Planning Services Department is responsible for long-term accommodation planning. The analysis and planning process hinges upon planning staff's short- and long-term enrolment projections which are used by the TVDSB's Finance Department for Ministry of Education (MOE) funding and grants, Human Resources Department for staffing allocations and for long term accommodation planning.

Planning Services role is to identify Board wide student accommodation requirements and to respond to student needs by undertaking the following:

  • Projecting enrolment by tracking students, analyzing demographic trends, monitoring residential development, consulting with municipalities and developers;
  • Setting and maintaining school capacities (OTG);
  • Management of attendance areas, creating Holding Zones, designating Holding Schools, conducting Pupil Accommodation Reviews (PARs) and Attendance Area Reviews (AARs) when needed;
  • Consulting with municipalities and other community partners to determine Community Planning and Facility Collaboration Opportunities;
  • Acquiring property for new schools and disposing of property when schools are closed.
