East Central London Elementary Panel Attendance Area Review update

The Attendance Area Review Committee (AARC) for the East Central London Attendance Area Review (ECLAAR) met on Monday, January 13 at 6 p.m.

The purpose of the review is to: 

  • Relieve enrolment pressure at East Carling Public School, which capped new student registrations for the 2024-2025 school year in September 2024. New registrations are designated to Prince Charles Public School on an interim basis.  
  • Increase enrolment at Prince Charles Public School to better use available space at the school . 
  • Consider potential boundary changes for Aberdeen Public School due to a redevelopment of the former Victoria Hospital site on South Street.
  • Increase enrolment at Trafalgar Public School to better use available space at the school. 

    The report includes potential attendance area changes for East Carling Public School, Prince Charles Public School, Aberdeen Public School, and Trafalgar Public School.

On November 26, 2024, Thames Valley District School Board Trustees supported plans to seek public feedback on the East Central London Elementary Panel Attendance Area Review (ECLAAR) initial report. 

Goals of the review:

  • Relieve enrolment pressure at East Carling Public School, which capped new student registrations for the 2024-2025 school year in September 2024
  • Increase enrolment at Prince Charles Public School to better use available space at the school
  • Consider potential boundary changes for Aberdeen Public School due to a redevelopment of the former Victoria Hospital site on South Street
  • Increase enrolment at Trafalgar Public School to better use available space at the school

The report includes potential attendance area changes for East Carling Public School, Prince Charles Public School, Aberdeen Public School, and Trafalgar Public School.

Next steps will involve forming an Attendance Area Review Committee (AARC) as well as school level sub-committees with parent and caregiver representatives from each elementary school involved in the review. The sub-committees will hold meetings with their school communities to gather public feedback about the options under consideration.

Attendance area changes would only take effect following public consultation and Trustee approval. The soonest the Board would implement any attendance area changes would be September 2026.

Proposed boundary changes
East Carling Public School and Prince Charles Public School
  • Designates the portion of the East Carling Public School attendance area located between Dundas Street to the north and the Canadian National Railway line to the south to Prince Charles Public School
  • Balances both schools at close to full capacity

Aberdeen Public School and Trafalgar Public School - Option 1

  • Designates the eastern portion of Aberdeen Public School’s attendance area, including all lands east of Adelaide Street, to Trafalgar Public School
  • Would increase utilization at Trafalgar Public School from 42% in 2026-27 to approximately 66%, which would gradually increase to 70%.
  • Utilization at Aberdeen Public School is projected to be approximately 80% by 2029 under this option and remain relatively stable in the following years
  • Benefit of this option: increases the utilization of Trafalgar Public School more than Option 2 and creates additional space at Aberdeen Public School if there are higher student yields from the redevelopment of the former Victoria Hospital site

Aberdeen Public School and Trafalgar Public School - Option 2

  • Like option one, except only a portion of land east of Adelaide Street and south of Hamilton Road would be re-designated to Trafalgar Public School
  • Would result in a projected utilization of 68% at Aberdeen Public School, gradually growing to approximately 87%
  • Under this option the utilization at Trafalgar Public School would be 56%, gradually increasing to 62%

November 2024: Website published to solicit feedback and answer questions regarding the boundary option under consideration.

January 2025: Host Accommodation Area Review Committee (AARC) meeting

January – March 2025: Coordinate school-level AARC subcommittee meetings

April – May 2025: Review school community feedback and present report to trustees

June 2025: Public delegations meeting

June 2025:  Decision of the Board of Trustees

September 2026: Implementation
