Overview:


The Human Resource Services Department is comprised of six divisions which support the Board’s vision of “A Caring, Learning Community.”
  • Support Staff Division
  • Teaching Staff Elementary Division
  • Teaching Staff Secondary Division
  • Departmental Superintendents
  • Staffing
  • System Staff Development

Support Staff Division:

The Support Staff Division is responsible for the negotiation, administration and interpretation of collective agreements; the preparation of job postings; recruitment of new employees and the screening and interviewing of applicants; the maintenance of individual employee records as well as general information on positions, wages and seniority lists; the processing of leaves of absence, including Union leaves, and all matters concerning support staff employee relations. This area provides Benefit information, processes enrolments and changes and oversees the administration of health, dental, life and retirement benefits and acts as a liaison between employees and insurers
and pension plan providers. This division assists in the development and maintenance of job evaluation, and pay equity plans for the Board. It also has system responsibility for Health and Safety which advises on safety requirements, provides air quality testing and works with the two Joint Health and Safety Committees of the Board.



Teaching Staff Elementary Division:


The Teaching Staff Elementary Division is responsible for the negotiation, administration and interpretation of collective agreements; the preparation of job postings, recruitment of new employees and screening and interviewing of occasional teachers; the maintenance of individual employee records as well as general information on positions, wages and seniority lists; the
processing of leaves of absence, including Federation leaves, communications with the Ontario College of Teachers and all matters concerning elementary teaching staff employee relations.

This division provides Benefit information, processes enrolments and changes, oversees the administration of health, dental, life and retirement benefits, and acts as a liaison between employees and insurers and pension plan providers. This area has system responsibility for TVARRIS (the automated attendance system) and Criminal Background Checks.


Teaching Staff Secondary Division:


The Teaching Staff Secondary Division is responsible for the negotiation, administration and interpretation of collective agreements; the preparation of job postings, recruitment of new employees and screening and interviewing of occasional teachers; the maintenance of individual employee records as well as general information on positions, wages and seniority lists; the
processing of leaves of absence, including Federation leaves, communications with the Ontario College of Teachers and all matters concerning elementary teaching staff employee relations. This division provides Benefit information, processes enrolments and changes, oversees the administration of health, dental, life and retirement benefits, and acts as a liaison between employees and insurers and pension plan providers.

This area has system responsibility for Attendance and Disability Management including the management of Workers’ Safety Insurance Board claims, LTD claims, modified work programs, Wellness programs and the Employee Assistance Program.


Departmental Superintendents:


The Departmental Superintendents assist with the negotiation, administration and interpretation of teacher collective agreements, manager and principal/vice-principal terms and conditions of employment and employee relations with these groups. Additional responsibilities include the development of the Human Resources budget and assisting in the development of all other salary budgets; development and maintenance of all Human Resource policies and procedures; promotional practices for principals and viceprincipals; supervision reports of all employees, and the preparation of reports for outside agencies.


Staffing Division:

The Staffing division has responsibility for staffing at both the elementary and secondary levels, including overseeing the generation of the F.T.E. enrolment projections and the complement of teaching staff assigned to the elementary and secondary panels for each school year, ensuring compliance with provisions for maximum class sizes, average class sizes and teacher workload, overseeing the transfer of teaching staff, retirements and resignations of teaching staff, reviewing surplus declarations, vacancies, and placement of surplus teachers, reviewing redundancy of teachers, and allocating teaching staff to elementary and secondary schools and other work sites.


System Staff Development:


The System Staff Development department is responsible for reviewing, developing and implementing System Staff Development programs and initiatives. Coordinating and budgeting for administrative activities of staff development and professional development programs organized at a
system level is a primary function. Working collaboratively with employee and community partners to ensure that Our Vision initiative is implemented in an integrated manner is a key component of the department responsibilities.
